At 8:05 Mayor Stan Wielinski called the meeting to order.  

ROLL CALL:  Bill May, Debby Curry, Herb Little, Maridee Curry, Ryan Grant, and Joe Wielinski, were present.  Also present were the following:  Administrator Dennis Recker, Solicitor Phil Davis, Finance Director Michael Nolte, Police Chief Ed Kaplan, Fire Chief Daryl McNutt, Interim Clerk Barbara Knisely, Mr. and Mrs. Robert Casaletta, Aaron Rhodes, Michelle and Larry Tippie,  Phil Whaley, Veronica Judy Kethel, and Pat McDonald.    

Motion by Debby Curry, seconded by Joe Wielinski to approve the Minutes of the April 17, 2007 meeting. 6 ayes  

Motion by Debby Curry, seconded by Joe Wielinski to approve the bills totaling $70,974.22 and the addendum bills totaling $69,127.75 dated May 1, 2007.  6 ayes  

Motion by Ryan Grant, seconded by Maridee Curry to accept the resignation of Robert Williams from the Whitehouse Tree Commission.  6 ayes  

Upon the recommendation of Chief Ed Kaplan, Motion by Ryan Grant, seconded by Herb Little to approve the promotion of Ron Shellhammer to Sergeant.  6 ayes  

Upon the recommendation of the Public Services Committee, Motion by Ryan Grant, seconded by Bill May to authorize legislation to enter into a service contract for engineering plans for Phase 1 of the Dutch Road sanitary sewer.  6 ayes  

Upon the recommendation of the Finance Committee, Motion by Debby Curry, seconded by Ryan Grant to accept as previously authorized on March 6, 2007 Ordinance 8-2007 initiating a $9.00 per month Refuse Service Fee placed on the monthly water and sewer bill as its third reading and to pass said Ordinance.  6 ayes  

Motion by Ryan Grant, seconded by Bill May to authorize entering into an additional one year lease with Jacky’s Depot for the building owned by the Village of Whitehouse for $250 per month / $3,000 per year.  6 ayes.  

Motion by Debby Curry, seconded by Bill May, to go into Executive Session on a personnel matter at 8:30 p.m.  6 ayes  

Motion by Ryan Grant, seconded by Maridee Curry to reconvene at 9:35 p.m.  6 ayes  

Motion by Ryan Grant, seconded by Debby Curry to extend the probation period of Michael Nolte, Finance Director, an additional 6 month period until August 13, 2007.  6 ayes

 At 7:03 Council President Debby Curry  called the meeting to order.

Motion by Debby Curry, seconded by Bill May  to approve the minutes of the May 1, 2007 meeting.  6 ayes  

Motion by Debby Curry, seconded by Ryan Grant to approve the bills totaling $80,458.56 and the addendum bills totaling $13,990.67  dated May 15, 2007 and April’s Financial Statement.  6 ayes  

Police Chief Ed Kaplan presented a sergeant’s badge to  in Ron Shellhammer, who was promoted  to  the rank of Sergeant in the Village of Whitehouse Police Department.  

Motion by Debby Curry, seconded by Herb Little authorizing Police Chief Kaplan to  order a new 2008 Crown Victoria patrol car before June 1, 2007 for $21,084.00 through the State Purchasing. 6 ayes 

Motion by Ryan Grant seconded by Maridee Curry authorizing the Village Administrator to apply for a Downtown Revitalization Tier One Grant.  6 ayes  

Motion by Ryan Grant, seconded by Herb Little authorizing the Village Administrator to write the Ohio Governor and the District 46 Ohio House of Representative in regard to the passage of Senate Bill  117 that eliminates  Cable TV  local Franchise Agreements.  6 ayes  

Motion by Debby Curry, seconded by Ryan Grant to accept Resolution 17-2007  commending Linda L. Snyder for meritorious service to the Village of Whitehouse, Lucas County, Ohio as a loyal employee at its first reading and declaring an emergency.  6 ayes  

Motion by Debby Curry, seconded by Ryan Grant, to suspend the rules and to have the second and third reading of Resolution  17-2007 by title only and declaring an emergency.  6 ayes

Motion by Debby Curry, seconded by Ryan Grant to accept Resolution 20-2007 authorizing the Administrator to enter into a contract with Poggemeyer Design Group for plan and design services on a twelve inch (12”0 sanitary sewer along Dutch Road for the Village of Whitehouse, Lucas County, Ohio and declaring an emergency. 6 ayes

Motion by Ryan Grant, seconded by Debby Curry to accept Resolution 18-2007 authorizing certain expenditures by the Village of Whitehouse, Lucas County, Ohio in anticipation of various village functions. Repealing Resolution 3-2007 and declaring an emergency.  6 ayes  

Motion by Ryan Grant seconded by Debby Curry, to suspend the rules and to have the second and third reading of Resolution 18-2007 by title only and declaring an emergency. 6 ayes

Motion by Ryan Grant, seconded by Debby Curry to accept Resolution 19-2007  authoring the Finance Director of the Village of Whitehouse, Lucas County, Ohio to transfer certain funs for Village accounting purposes; formal verification of said transfer and declaring an emergency. 6 ayes

The meeting was called to order at 7:01 by Mayor Stan Wielinski.  

The floor was opened to the audience.  Karen Schneider indicated she would like the zoning map amendment petition to go forward and to include areas except the Rupp property.  

Bill May indicated procedures he would like to see as the project moves forward.  

Ray Wood said he would be getting letters of intent from businesses before building begins.  

During the public hearing, Ray Wood, indicated he approved the amendment of his original zoning petition to include only 142 + or – acres.  

The meeting was adjourned at 7:10 PM .

Motion by Joe Wielinski, seconded by Bill May to authorize the Solicitor to prepare legislation amending the Personnel Handbook changing the language in C-7 which states, “continued pattern of maintaining zero or near zero sick leave balances” to read “continued pattern of maintaining less than 40 hours of sick leave balance in any 80 hour pay period.”  5 ayes 1 nay Maridee Curry

Upon the recommendation of the Personnel and Safety Services Committee, motion by Joe Wielinski, seconded by Debby Curry to authorize the Solicitor to prepare legislation establishing an administrative review and billing policy for provision of medical emergency transport of individuals by Village of Whitehouse emergency vehicles and authorizing a contract with Medicount Management, Cincinnati , Ohio , to provide said

Special Council Minutes - June 26, 2007  

At 6:46 PM Mayor Stan Wielinski called the meeting to order.  

ROLL CALL:  Bill May, Debby Curry, Herb Little, Maridee Curry, Ryan Grant, and Joe Wielinski were present.  Also present were the following:  Administrator Dennis Recker, Solicitor Phil Davis, Director of Public Service Mark Weber, Lt. Tom Keel, Clerk Susan Miller, and Jeff Yoder.  

Motion by Ryan Grant, seconded by Debby Curry to authorize the Solicitor to prepare legislation authorizing the Mayor and Administrator of the Village of Whitehouse , Lucas County, Ohio to enter into a contract with Geddis Paving and Excavating, Inc., Toledo, Ohio for construction and reconstruction of Cable Street, Sherman Street, and Toledo Street in the Village of Whitehouse, Lucas County, Ohio, for the sum of $182,747.00 and declaring an emergency.  6 ayes  

Motion by Ryan Grant, seconded by Joe Wielinski to accept Resolution 26-2007 authorizing the Mayor and Administrator of the Village of Whitehouse , Lucas County, Ohio to enter into a contract with Geddis Paving and Excavating, Inc., Toledo, Ohio for construction and reconstruction of Cable, Sherman, and Toledo Streets in the Village of Whitehouse, Lucas County, Ohio, for the sum of $182,747.00 at its first reading and declaring an emergency.  6 ayes  

Motion by Debby Curry, seconded by Ryan Grant to suspend the rules and to have the second and third reading of Resolution 26-2007 by title only and declaring an emergency.  6 ayes
