March 4, 2008 Meeting Minutes

At 7:01 PM Mayor Angela Kuhn called the meeting to order.  

ROLL CALL:  Frank Billings, Michelle Tippie, Bill May, Debby Curry, Maridee Curry, and Jim Miller were present.  Also present were the following:  Administrator Dennis Recker, Solicitor Phil Davis, Finance Director Jordan Daugherty, Fire Chief Darryl McNutt, Police Chief Ed Kaplan, Clerk Susan Miller, Larry Tippie, Philip Whaley, Karen Berger, Joe Rose, James Forrest, Don Cook, Jim Grove, Larry Yunker, Rick Foote, and Robert Baley.  

Motion by Debby Curry, seconded by Maridee Curry to approve the minutes of the February 19, 2008 meeting 6 ayes  

Motion by Debby Curry, seconded by Bill May to approve the bills totaling $28,665.85 dated March 4, 2008 and the addendum bills totaling $75,328.30 dated March 4, 2008 and January’s Financial Statement.  6 ayes  

Mayor Angela Kuhn proclaimed the month of April 2008 Fair Housing Month in the Village of Whitehouse .  

Motion by Maridee Curry, seconded by Debby Curry to require a police officer to provide security during the Council meetings.  5 ayes 1 nay Frank Billings  

Motion by Jim Miller, seconded by Bill May to promote internally to replace the Director of Public Works position and not advertise externally.  4 ayes 2 nays Maridee Curry, Debby Curry  

Motion by Debby Curry, seconded by Bill May to authorize the Solicitor to prepare legislation authorizing the Administrator of the Village of Whitehouse , Lucas County, Ohio to approve and accept a certain easement as to certain real property titled to Jamie E. Freeman, and declaring an emergency.  6 ayes  

Motion by Debby Curry, seconded by Bill May to accept Resolution 11-2008 authorizing the Administrator of the Village of Whitehouse , Lucas County, Ohio to approve and accept a certain easement as to certain real property titled to Jamie E. Freeman, at its first reading and declaring an emergency.  6 ayes  

Motion by Debby Curry, seconded by Maridee Curry to suspend the rules and to have the second and third reading of Resolution 11-2008 by title only and declaring an emergency.  6 ayes  

Motion by Debby Curry, seconded by Michelle Tippie to accept Resolution 11-2008 at its second and third reading and to pass said Resolution and declaring an emergency.  6 ayes  

Motion by Debby Curry, seconded by Michelle Tippie to authorize the Solicitor to prepare legislation authorizing the Village of Whitehouse Administrator to prepare and submit an application to participate in the Ohio Public Works Commission State Capital Improvement and/or Local Government Transportation Improvement Program and designating the Administrator as the signatory representative for the Village of Whitehouse on any and all contracts with full power and authority to execute same, and declaring an emergency.  6 ayes

Motion by Debby Curry, seconded by Bill May to accept Resolution 9-2008 authorizing the Village of Whitehouse to contract with the City of Maumee to provide Pubic Defender Legal service for Village Ordinance cases for the sum of $2,520.00, at its first reading and declaring an emergency.  6 ayes

Motion by Debby Curry, seconded by Bill May to approve the bills totaling $$40,403.81 dated March 14, 2008 and the addendum bills totaling $23,922.74 dated March 18, 2008 and February 29, 2008 Financial Statement. 6 ayes

Motion by Bill May, seconded by Debby Curry to not require a hearing for the liquor permit for the Providence Pub. 6 ayes

Motion by Maridee Curry, seconded by Debby Curry to start the May 6, 2008 council meeting at 8:00 PM. 6 ayes

Motion by Bill May, seconded by Debby Curry to authorize the Zenobia Shriners to conduct a fund raising event in the downtown business district of the Village of Whitehouse on May 16 and May 17, 2008. 6 ayes

Upon the recommendation of the Franchise, Lands, and Buildings Committee, motion by Frank Billings, seconded by Debby Curry to authorize the Solicitor to prepare legislation establishing a Video Service Providers Fee of 5% in accordance with Ohio Revised Code Section 1332.32, and declaring an emergency. 6 ayes

Upon the recommendation of the Franchise, Lands, and Buildings Committee, motion by Frank Billings, seconded by Bill May to authorize the Solicitor to prepare legislation authorizing the Administrator to enter into a contract with Poggemeyer Design Group for preparation of plans for the Village Maintenance Facility and declaring an emergency. 6 ayes

Upon the recommendation of the Public Services Committee, motion by Bill May, seconded by Debby Curry to authorize the Solicitor to prepare legislation authorizing the Administrator to enter into a contract with Poggemeyer Design Group for construction

and design services for Industrial Park expansion in the Village of Whitehouse, Lucas County, Ohio, and declaring an emergency. 6 ayes

Upon the recommendation of the Parks and Recreation Committee, motion by Michelle Tippie, seconded by Bill May to ratify the ADA restroom plans. 6 ayes

Upon the recommendation of the Franchise, Lands, and Buildings Committee, motion by Debby Curry, seconded by Maridee Curry to accept Ordinance 4-2008 establishing a Video Service Providers fee of 5% in accordance with Ohio Revised Code Section 1332.32, at its first reading and declaring an emergency. 6 ayes

Motion by Debby Curry, seconded by Bill May to approve the bills totaling $31,768.86 dated March 28, 2008 and the addendum bills totaling $37,602.35 dated April 1, 2008. 6 ayes

Motion by Debby Curry, seconded by Jim Miller to issue email addresses for the Village website to Council members. 6 ayes

Motion by Debby Curry, seconded by Bill May to authorize the solicitor to prepare legislation amending the Village of Whitehouse Schedule of Rates and Fees as follows:

a.) Change the fence permit fee to a flat $35.00 b.) Included language in sidewalks and driveway permits to require village reimbursement for engineering costs, if necessary, when cutting curbs for driveways. c.) Waive fees for temporary signs for non-profit enterprises and reduce the fee from $40.00 to $20.00 for temporary signs for all other enterprises. d.) Increase the Parkland Dedication fee from $600.00 to $800.00 per lot. e.) Reduce the Zoning permit for sheds, accessory buildings, pools, and decks from $50.00 to $25.00. and declaring an emergency. 4 ayes, 2 nays Maridee Curry, Frank Billings
