7:01 Mayor Angie Kuhn called the meeting to order.

Motion by Debby Curry, seconded by Bill May to approve the bills totaling $6,661.70 and the addendum bills totaling $25,325.30 both dated January 8, 2008 and the bills paid as of December 31, 2007 totaling $8,031.29.  6 ayes

Upon the recommendation of the Franchise, Land, and Buildings Committee, motion by Debby Curry, seconded by Michelle Tippie to enter into a contract with Brian Carroll for a lease of Village property for business use.  6 ayes  

Upon the recommendation of the Franchise, Land, and Buildings Committee, motion by Frank Billings, seconded by Debby Curry to declare 6 bleacher sections as surplus property of no value and to authorize the Village Administrator to donate them to the Church as is.  6 ayes  

Upon the recommendation of the Public Services Committee, motion by Bill May, seconded by Debby Curry to authorize the Solicitor to prepare legislation

-Authorizing the Administrator to enter into a contract with Poggemeyer Design Group for construction and design services on an extension of the State Route 64 sanitary sewer service line for the Village of Whitehouse , Lucas County, Ohio for the sum of $23,300.00

-Authorizing the Administrator of the Village of Whitehouse , Lucas County, Ohio to approve and accept a certain easement as to certain real property titled to the Fallen Timbers Community Church of the Christian and Missionary Alliance

-Authorizing a second hook up with Lucas County meter system on Dutch Road

-Authorizing the Administrator of the Village of Whitehouse , Lucas County, Ohio to enter into a contract with Merit Plumbing, Sylvania , Ohio for reconstruction and repair of a restroom facility in the Village of Whitehouse Fire Station for the sum of $9,715.00 and declaring an emergency.  6 ayes

The Solicitor inquired about any Public Officials affected by ORC 3517 Compliance.  Anyone receiving more than $1,000.00 from one individual for campaign contributions will need to speak to the Solicitor.

Motion by Frank Billings, seconded by Jim Miller to authorize the Solicitor to prepare a Resolution in support of the Anthony Wayne School District Levy on March 4, 2008 and declaring an emergency. 5 ayes 1 nay Maridee Curry

Mayor Angela Kuhn appointed Judy Kethel and Dr. Elliot Tramer to the Village Tree Commission for 3 year terms. Commencing on February 6, 2008 and ending on December 31, 2010.

Motion by Debby Curry, seconded by Maridee Curry to approve Judy Kethel and Dr. Elliot Tramer's appointments to the Village Tree Commission. 6 ayes

Motion by Maridee Curry, seconded by Debby Curry to approve Allen Kuck's appointment to the Village Planning Commission for a 6 Year Term Commencing January 1, 2008 and expiring on December 31, 2013. 6 ayes

Upon the recommendation of the Personnel and Safety Services Committee, motion by Maridee Curry, seconded by Bill May to authorize the Solicitor to prepare legislation authorizing the Administrator to purchase a 2008 GM Trailblazer 4x4 SUV for the Police Department through the GSA Federal purchasing system for the sum of $17,927.50 and declaring an emergency. 5 ayes 1 nay Michelle Tippie

Upon the recommendation of the Personnel and Safety Services Committee, motion by Debby Curry, seconded by Bill May to authorize the Administrator and the Fire Chief to initiate a selection process to hire a permanent part-time Safety Office Assistant (25 hours per week) to support the Whitehouse Fire Department and declaring an emergency. 6 ayes

Upon the recommendation of the Personnel and Safety Services Committee, motion by Maridee Curry, seconded by Michelle Tippie to authorize the Solicitor to prepare legislation declaring a used Mako Brand Compressor, fill station and tank rack as surplus property with an estimated cumulative value of $1500.00 and to be disposed of using a closed bid process and declaring an emergency. 6 ayes

Upon the recommendation of the Personnel and Safety Services Committee, motion by Maridee Curry, seconded by Debby Curry to declare 29 sets of unserviceable fire fighter turnout gear (PPE) as surplus property with no, or nominal value and to be donated to the Oregon Fire Department for training purposes only by it's Fire Cadet program participants and declaring an emergency. 6 ayes

Upon the recommendation of the Parks and Recreation Committee, motion by Michelle Tippie, seconded by Frank Billings to approve the Village's participation in the 2008 summer recreation program at a cost of $7,105.00, but not pay the $20.00 per person associate membership fee. 3 ayes 3 nays Bill May, Maridee Curry, and Debby Curry Mayor Angela Kuhn votes aye making the vote 4 ayes, 3 nays.

Upon the recommendation of the Parks and Recreation Committee, motion by Michelle Tippie, seconded by Frank Billings to authorize the Solicitor to prepare legislation pertaining to the Park Land Dedication Fee of $1.00 per square foot based on square foot of construction building area for residential and commercial buildings in Whitehouse Square and declaring an emergency. 5 ayes 1 nay Maridee Curry

Motion by Bill May, seconded by Debby Curry to authorize the Solicitor to prepare legislation authorizing the Mayor and Police Chief of the Village of Whitehouse, Lucas County, Ohio to enter into the Northwest Ohio Regional Law Enforcement Mutual Aid Agreement, and declaring an emergency. 6 ayes

Motion by Jim Miller, seconded by Debby Curry to make $3,051.00 total in-kind contributions to the 2008 Village Cherry Festival and a $2,500.00 annual contribution to AWABSA as per a 5-year agreement and that no further donations be made. 6 ayes

February 19, 2007 Meeting Minutes

At 7:00 PM Mayor Angela Kuhn called he meeting to order.

McDonald, Kathy Spears, Brad Rhodes, Jeff Yoder, Karen Jennings, Tom Jennings, Jim Groves, and Fred Schwartz.  

Motion by Debby Curry, seconded by Maridee Curry to approve the minutes of the February 5, 2008 meeting.   6 ayes  

Motion by Debby Curry, seconded by Bill May to approve the bills totaling $108,305.21 dated February 19, 2008 and the addendum bills totaling $5,156.70 dated February 19, 2008 .  6 ayes   

Mayor Angela Kuhn proclaimed the week of March 2- March 8, 2008 to be Volunteers of America Week in the Village of Whitehouse .  

Motion by Maridee Curry, seconded by Frank Billings to allow on April 5, 2008 the Power House 5K route to begin at the front door of the Whitehouse School (6510 Texas St.), proceed south across Shepler on Texas, veer to the southeast onto Swanton Street to Toledo Avenue, turn to the northeast on Toledo Avenue to Providence Street, veer onto Providence to allow participants easy access to trail, go east on trail across Cemetery Road and continue to Finzel Road and return back to the school following the same path.  The motion also grants the following requests for the event:  block off Texas Street from Sherman to Route 64 from 8:00 – 11:30 AM for registration, repaint directions on course, and provide Police and Fire Department support for crossing intersections from 9:45 – 11:15 AM .  6 ayes  

Motion by Frank Billing, seconded by Michelle Tippie to authorize the Administrator to draft letters to Senator Wagoner and Representative Sears regarding Amended Substitute House Bill 221 with Mayoral and President of Council signatures.  6 ayes  

Motion by Debby Curry, seconded by Frank Billings to accept, as previously authorized, Resolution 8-2008 expressing endorsement and support of the Anthony Wayne Local School District levy renewal millage and new millage ballot issues appearing upon the March 4, 2008 election ballot in the Village of Whitehouse, at its first reading and declaring an emergency.  5 ayes  1 nay Maridee Curry
