Council Minutes - January 2, 2007  

At 7:00 PM Council President Debby Curry called the meeting to order.  

ROLL CALL:  Herb Little, Maridee Curry, Ryan Grant, Debby Curry, and Bill May were present.   Also present were the following:  Administrator Dennis Recker, Solicitor Phil Davis, Finance Director Michael Nolte, Fire Chief Daryl McNutt, Police Chief Ed Kaplan, Clerk Susan Miller, Pat MacDonald, Rob and Kathy Casaletta, Jeff Yoder, and Barb Knisely.  

Motion by Debby Curry, seconded by Bill May to approve the minutes of the December 19, 2006 meeting.  5 ayes  

Motion by Debby Curry, seconded by Maridee Curry to approve the bills totaling $13,678.70 paid as of December 31, 2006 and the addendum bills totaling $186.83 dated January 2, 2007.  5 ayes  

The Mayor’s State of the Village Address was postponed until the January 16, 2007 Council Meeting when the Mayor will be able to be present.   

Motion by Ryan Grant, seconded by Bill May to apply for the Safe Routes to Schools Grant.  5 ayes  

Motion by Ryan Grant, seconded by Debby Curry to authorize the Solicitor to prepare legislation repealing Resolution No. 30-2006 and thereafter authorizing the Village Administrator to enter into all necessary agreements as the Chief Contracting Officer for the Village of Whitehouse, Lucas County, Ohio with respect to the Ohio Department of Transportation for the improvement of  certain roadway intersections as Finzel Road and Route 64 and Cemetery Road and Route 64 in the Village of Whitehouse, Lucas County, Ohio, and declaring an emergency.  5 ayes

Motion by Ryan Grant, seconded by Bill May to authorize the Solicitor to prepare legislation for the Martin’s pending annexation 07-1, a two acre parcel in Swanton Township .  5 ayes

-The following committee meetings were scheduled for Tuesday, January 9, 2007 :
-Franchise, Lands and Buildings at 6:30 PM
-Public Services at 7:00 PM
-Finance, Audit, and Investments at 7:30 PM
-Barb Knisely will be in charge of the Village Newsletter.  The newsletter will  now be in color and the production of the newsletter will be outsourced for a cost savings.
- Four Whitehouse Village Firefighters will be leaving for Baghdad for approximately 5 months.  A party will be held Wednesday, December 30, 2007 at the 180th Guard Base.
-Christmas tree pickup will occur for the next couple of weeks.

Council Minutes - January 16, 2007  

At 7:03 Mayor Stan Wielinski called the meeting to order.  

ROLL CALL:  Herb Little, Maridee Curry, Ryan Grant, Joe Wielinski, Bill May and Debby Curry were present.  Also present were the following:  Administrator Dennis Recker, Solicitor Phil Davis, Finance Director Michael Nolte, Police Chief Ed Kaplan, Director of Public Services Mark Weber, Clerk Susan Miller, Nancy Gagnet, Jim Farthing, Jack Witte, Mr. and Mrs. Robert Casaletta, Pat McDonald, Kathy Spears, Lisa Lawson-Lapointe, and Josh Torres.  

Motion by Debby Curry, seconded by Joe Wielinski to approve the minutes of the January 2, 2007 meeting as corrected.  5 ayes, 1 abstain Bill May  

Motion by Debby Curry, seconded by Maridee Curry to approve the bills totaling $223,996.57 and the addendum bills totaling $18,123.44 dated January 16, 2007.  5 ayes, 1 abstain Bill May  

Motion by Ryan Grant, seconded by Maridee Curry to grant approval to the 25th Anniversary Cherry Festival Committee pending approval of the Police Chief, Fire Chief, and Director of Public Services:

Jack Witte was sworn in by Solicitor Phil Davis for a 6 year term on the Planning Commission commencing on January 1, 2007 through December 31, 2012.  

Michael Williams was sworn in by Solicitor Phil Davis for a 4 year term on the Board of Zoning Appeals commencing on January 1, 2007 through December 31, 2010.  

Robert Werner was sworn in by Solicitor Phil Davis for a 2 year term on the Board of Zoning Appeals commencing on January 1, 2007 through December 31, 2008.  

Council Representative Joe Wielinski was reappointed for a 4 year term on the Charter Revision Commission commencing on January 1, 2007 through December 31, 2010.  

Carl Snyder (not present) was reappointed for a 4 year term on the Charter Revision Commission commencing on January 1, 2007 through December 31, 2010.  

Robert Cassaletta was sworn in by Solicitor Phil Davis for a 1 year term on the Charter Revision Commission commencing on January 1, 2007 through December 31, 2007.  

Angel Caswell was sworn in by Solicitor Phil Davis for a 2 year term on the Charter Revision Commission commencing on January 1, 2007 through December 31, 2008.  

Mayor Stan Wielinski gave the 2007 State of the Village Address.  Copies are available upon request.

Maridee Curry was appointed the TMACOG Representative of Council.  

Motion by Ryan Grant, seconded by Joe Wielinski to nominate Herb Little for President of Council.  Motion by Maridee Curry, seconded by Herb Little to nominate Debby Curry for President of Council.  The nomination was closed and votes were cast by ballot.  The vote resulted in a tie.  Motion by Herb Little, seconded by Maridee Curry that Herb Little declines the nomination and Debby Curry will be appointed the President of Council.  6 ayes  

Motion by Ryan Grant, seconded by Debby Curry to grant the Anthony Wayne Baseball/ Softball Association use of the field in Village Park for the 2007 season.  6 ayes  

Motion by Herb Little, seconded by Ryan Grant to grant approval to extend the sanitary sewer on Bucher Road only as a conventional gravity sewer.  4 ayes, 1 nay Maridee Curry, 1 abstain Bill May  

Motion by Herb Little, seconded by Ryan Grant to approve the additional funding and proceed with the approved 2006/2007 CDBG project with a larger Village contribution of $38,300.  5 ayes, 1 abstain Bill May  

Motion by Herb Little, seconded by Ryan Grant to approve the purchase of a new tractor with a fork lift assembly from Fred Otts for a total of $14,282.91 including trade in allowance as allowed for in the 2006 budget.  6 ayes  

Motion by Ryan Grant, seconded by Joe Wielinski to return the proposed employee retirement expense policy to Finance, Audit & Investment Committee for further review before final legislation is prepared. 6 ayes  

Motion by Ryan Grant, seconded by Maridee Curry, to go into Executive Session on a matter of litigation at 7:53 PM.  6 ayes

Motion by Debby Curry, seconded by Maridee Curry to accept as previously authorized Resolution 2-2007 indicating the Village of Whitehouse, Lucas County, Ohio, will provide utilities, fire, and police protections services to certain property owned by Craig E. and Valerie C. Martin, which owners are seeking annexation of said property pursuant to Lucas County annexation petition 07-1 to the Village of Whitehouse, at its first reading and declaring an emergency.  6 ayes

Motion by Ryan Grant, seconded by Debby Curry to accept as previously authorized on January 2, 2007 Ordinance 1-2007 specifying the approval of the Council of the Village of Whitehouse, Lucas County, Ohio, of the pending annexation petition No. 07-1 of Craig E. Martin and Valerie C. Martin for annexing their property to the Village of Whitehouse, Lucas County, Ohio, at its first reading and declaring an emergency.  6 ayes  

Motion by Debby Curry, seconded by Ryan Grant to suspend the rules and to have the second and third reading of Ordinance 1-2007 by title only and declaring an emergency.  6 ayes

Motion by Debby Curry, seconded by Maridee Curry to approve the bills totaling $38,308.93 and the addendum bills totaling $3,509.02 dated February 6, 2007 and December’s Financial Statement.  6 ayes  

Motion by Ryan Grant, seconded by Bill May to approve the Whitehouse Primary School’s Proposed Power House Playground Party 5K Route on May 12, 2007 beginning at 9:30 AM as follows:

Route will begin at the front door of the Whitehouse School (6510 Texas St.)
Will proceed South across Shepler on Texas
Will veer to the Southeast onto Swanton Street to Toledo Avenue.
Route will turn to the Northeast on Toledo Ave. to Providence St.
Will veer briefly onto Providence long enough to allow participants easy access to trail.
Route will go east on trail, cross Cemetery Rd., and continue to Finzel Rd.
(Route will not cross Finzel.)  Route will return back to school following the same path.

and to provide all personnel as deemed necessary by the police and fire departments.  6 ayes

Motion by Debby Curry seconded by Joe Wielinski to approve the minutes of the February 6, 2007 meeting.  5 ayes  

Motion by Debby Curry, seconded by Maridee Curry to approve the bills totaling $86,493.72 and the addendum bills totaling $7,511.63 dated February 20, 2007 and January’s Financial Statement.  5 ayes  

Mayor Stan Wielinski recognized Village employee Marty Fuller for twenty five years of service.  

Motion by Ryan Grant seconded by Debby Curry to grant the Anthony Wayne Youth Soccer League use of the soccer fields at the Blue Creek Conservation Area for the 2007 season.  The dates include:  Saturday, April 7 through Sunday, May 20 and Saturday, September 15 through Sunday October 21.  Hours will be on  Saturdays 9:00 AM to 6:00 PM and Sundays 12:00 Noon to 6:00 PM.  5 ayes  

Motion by Ryan Grant seconded by Bill May to allow the Zenobia Shriners to distribute fund raising newspapers in the Village’s downtown business area on Friday and Saturday, June 15 and 16, 2007, during normal business hours.  5 ayes  

Motion by Bill May seconded by Ryan Grant, to authorize the Solicitor to prepare legislation providing for a renewal contract  of the  Municipal Court Prosecutor for the Village of Whitehouse, Lucas County, Ohio, and declaring an emergency.  5 ayes
