The Public Hearing #2 was called to order at 6:30 p.m. by Mayor Stanley Wielinski.  Present were:  Council Members Herb Little, Maridee Curry, Ryan Grant, Joe Wielinski, Bill May, and Debby Curry; Mayor Stanley Wielinski; Village Employees Mark Weber, Michael Nolte, Chief Ed Kaplan, Dennis Recker, Phil Davis, Susan Miller and Barbara Knisely; others present Michelle and Larry Tippie, Carolyn Strayer, and Karen Berger.  

Dennis Recker read an overview of the Tier 1 Grant Application and provided a brief history of past Grants in the Village.  

There being no questions or further discussion, the Public Hearing was adjourned at 6:36 p.m.

July 17, 2007 Council Meeting Minutes

At 7:01 Mayor Stan Wielinski called the meeting to order.  

ROLL CALL:  Debby Curry, Herb Little, Maridee Curry, Ryan Grant, Joe Wielinski, and Bill May were present.  Also present were the following:  Administrator Dennis Recker, Solicitor Phil Davis, Finance Director Michael Nolte, Police Chief Ed Kaplan, Clerk Susan Miller, Michelle Tippie, Larry Tippie, Karen Berger, Carolyn D. Strayer, Jim Grove, and Jeff Yoder.  

Motion by Debby Curry, seconded by Joe Wielinski to approve the minutes of the June 19, 2007 meeting.  6 ayes  

Motion by Debby Curry, seconded by Maridee Curry to approve the bills totaling $42,951.87 and the addendum bills totaling $18,395.14 dated July 17, 2007 and June’s Financial Statement.  6 ayes  

Carolyn Strayer addressed the Council regarding Relay for Life.  

Motion by Ryan Grant, seconded by Bill May to grant permission for use of the Whitehouse Community Park facilities for the Relay for Life event to be held from 6:00 PM on Friday, May 30 – noon on Saturday, May 31, 2008 .  6 ayes  

Motion by Debby Curry, seconded by Herb Little to grant final plat approval Wesley Farms Plat II.  4 ayes, 2 Nays Ryan Grant and Bill May.  

Motion by Ryan Grant, seconded by Joe Wielinski to authorize the Solicitor to prepare legislation authorizing the issuance and sale of notes in anticipation of the levy and collection of special assessments, and in anticipation of the issuance of bonds in the principal amount of twenty four thousand nine hundred and fifty nine dollars and forty one cents for the Centerville street sanitary sewer construction and declaring an emergency.  6 ayes

Motion by Debby Curry, seconded by Maridee Curry to accept Resolution 27-2007 authorizing the Administrator to file an application with the State of Ohio to participate in the fiscal year 2007 Small Cities Community Development Block Grant Downtown Revitalization Program and to enter into an agreement with the State of Ohio , at its first reading and declaring an emergency.  6 ayes

Upon the recommendation of the Finance Committee, motion by Debby Curry, seconded by Maridee Curry to authorize the Solicitor to prepare legislation authorizing the Village Administrator to file an application for the Safe Routes to School Project (SRTS) Grant for $215,000 to be paid by the Village and reimbursed by the State, through the Ohio Department of Transportation and authorizing the Administrator to enter into a contract with Poggemeyer Design Group for the Village of Whitehouse, Lucas County, Ohio for the fee of $4,500.00 and declaring an emergency.  5 ayes

Upon the recommendation of the Public Services Committee, motion by Herb Little, seconded by Maridee Curry to authorize the Solicitor to prepare legislation authorizing the Administrator to enter into a contract with Poggemeyer Deign Group for plan and design services on a water meter building along Dutch Road at a cost of $17,490.00 for the Village of Whitehouse, Lucas County and declaring an emergency.  5 ayes  

Upon the recommendation of the Public Services Committee, ,motion by Herb Little seconded by Ryan Grant to authorize the Solicitor to prepare legislation authorizing the Administrator to enter into a contract with Poggemeyer Design Group for plan and preparation to extend a water main south on Noward Road to Fallen Timbers Church.  The Village will pay for the plan preparation and the property owners will pay for the construction costs.  5 ayes
